TLDR version: Currently, French laws prohibit sex with a person under 15 years old, although such an act might not be categorized as rape if the minor consented.
However, French lawmakers have recently proposed to brand all such sexual relationships as rape, and accordingly make perpetrators liable to 20 years in prison.
More thoughts: In Singapore, any kind of penile penetration of a boy or girl under 14 years old is considered statutory rape, regardless of consent.
Where there is no consent, the penalties are far higher (8-20 years’ jail and at least 12 strokes of the cane) than if consent is freely given (up to 20 years and possibly fine or caning).
In addition, sexual penetration of any minor under 16 years old (or under 18 years old in the circumstances of an exploitative relationship) is also criminal in Singapore.
